Regional cultural initiatives and the “independent scene” provide local culture and stimulate innovation. Since 2001, however, funding from the provincial government for these initiatives has actually decreased by 40%. Many local cultural initiatives are financially endangered. The independent cultural initiatives provide people with entertainment, criticism and social participation; they work against brain drain, isolation, and resettlement. They must be able to work under fair and secure conditions. These include fair pay, multi-year subsidy contracts, and transparent funding allocation.
